The College Council of the Year Award is a CS40 tradition that recognizes a college council for its outstanding contributions not only to its respective residential college, but also to the entire residential community at Wash U. Bids for the College Council of the Year Award are created by each college council and are judged and evaluated by XRHH twice a year, once at the end of the fall semester and again at the end of the school year. Bids are reviewed and judged with respect to the goals or purpose of the college council and how those goals were met, the programs and events put on by the college council and how those contributed to the residential community, and the overall creativity and presentation of the bid. The bids are an opportunity for each college council to reflect on its own achievements throughout the year, increase communication and awareness between the college councils to build a stronger residential community, and to set the bar for future college councils. At the end of the year, XRHH awards one college council with the honor and distinction of being crowned “College Council of the Year."

Evaluation is a chance for each college council to get a jump start on the end
of the year Bid, reflect on the past semester, and plan for the next semester.
It is also an opportunity to increase communication and awareness between the
college councils and build a stronger residential community.
